Position Summary
To design, plan, and implement the organizational design and Manpower Planning processes in line with the business requirements and plans, in order to maintain an optimum and sustainable organization structure for KAPSARC, utilize and allocate workforce efficiently, and retain talent, so that KAPSARC meets its business and operational objectives.
Major Accountabilities
Organizational Structure
- Collaborate with the head of functions to design and develop an optimum organizational structure, in accordance with global best practices, in order to facilitate the establishment of an effective and practical structure to support the seamless and efficient operations.
- Work closely with HR Business Partners to understand new business requirements and business growth plans, in order to propose optimum operating models for effective implementation of the business strategy and desired outcomes.
- Manage and monitor the changes of KAPSARC’s organizational structures on frequent basis, to ensure their alignment to the approved organizational structure.
Workforce Planning and Analytics
- Design a workforce planning and analytics system to provide the efficient allocation and utilization of human resources through timely external recruitment, internal movement or training and development of an appropriately skilled workforce.
- Collaborate with the head of functions to understand business plans for future manpower capacity and translate their business requirements into clear workforce needs.
- Manage and monitor the activities related to the collection, compilation and analysis of data requisite for the development of KAPSARC’s annual workforce budget i.e. position change, transfer, replacement, available vacancies, signing off on new positions, etc. liaising with the head of functions to ensure timely completion of workforce budget.
Job Analysis and Evaluation
- Implement the job description program across KAPSARC by developing guidelines and conducting workshops to produce high quality job descriptions.
- Manage the job evaluation process across KAPSARC by facilitating job evaluation panels, developing preliminary evaluation lines referenced by benchmarks, ensuring evaluation panel meetings are held by appropriately trained panel members in the job evaluation system used by KAPSARC.
Market Benchmarking and Pricing
- Provide effective comparison of KAPSARC’s salary levels with competitive benchmarks in the local and international markets where KAPSARC operates by identifying relevant peer groups, participating in formal market surveys, and carrying out informal market data exchanges.
- Analyze market benchmark studies data to determine KAPSARC’s position in the target markets on specific components of the salary structure and subsequently contribute to the development of KAPSARC’s total rewards strategy.
Policies, Systems, Processes and Procedures
- Provide inputs to the design and implement policies, systems, and procedure so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Innovation and Continuous Improvement
- Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
- Analyze the information and prepare reports and dashboards in a timely and accurate manner to meet the requirements, policies, and quality standards.

Qualifications and Experience
Recommended Qualifications and Years of Experience
Senior Associate
- Bachelor´s degree in Human Resources, Business Administration, or any other related field. With 6-10 years of relevant experience or
- Master’s degree in human resources, Business Administration, or any other related field. With 4-8 years of relevant experience
- Prior experience in the Saudi Labor Law and using methods and systems related to organizational design, workforce planning, job analysis, and job evaluation is a must.
- Professional certification such as CIPD/ SHRM/ SPHR is highly preferable.
Associate
- Bachelor´s degree in Human Resources, Business Administration, or any other related field. With 4-7 years of relevant experience or
- Master’s degree in human resources, Business Administration, or any other related field. With 2-5 years of relevant experience
- Prior experience in the Saudi Labor Law and using methods and systems related to organizational design, workforce planning, job analysis, and job evaluation is a must.
- Professional certification such as CIPD/ SHRM/ SPHR is highly preferable.
